This is a clip from a deservedly short-lived TV show called Meego, starring Bronson Pinchot. I think he was an alien or something. He lives with an earth family and in this episode the boy borrows Meego's watch to use on a school crush. The actress here is Maggie Lawson, currently starring in the TV series "Psych".
